This component is closely linked to the IUDF lever of inclusive economic development.
Metro planning reforms driven through National Treasury and the CSP, have institutionalised a spatial targeting approach within cities that is intended to result in spatial transformation and inclusive social and economic development.
Part of this approach is for cities to identify economic spaces – Central Business Districts, retail and commercial hubs, manufacturing hubs (industrial parks), urban agricultural spaces, ports, townships and informal traders’ markets - that should be actively developed, supported and managed in order to grow business activity and participation within cities.
Cities are required to utilise available economic and administrative data and utilise participatory data gathering instruments to develop strategies for these spaces. These strategies should reflect the mobilisation of city instruments – spatial and development planning, regulatory, land use management, infrastructure and service provision, community safety, investment attraction and promotion and urban management – other public sector instruments (e.g. regulatory, incentives, infrastructure, education and skills, health, human settlements, public transport, community safety, agriculture etc) and private sector investment into these spaces.
Projects under this support area focus on Township Economic Development, Industrial Parks, Sub National Doing Business support, Partnering for Inclusive Growth, City Economic Development Strategies Support Facility, Regional Economic Development (RED) Collaboration, Accessing Spatialized Economic data and Economic incentives review.Underpinning all of this support is the key aspects of economic development and inter-governmental co-ordination: support to and building of inter-governmental platforms that can support and enable the role of metros as drivers of inclusive national economic development.
