The Climate Resilience and Sustainability Component aims to support national, provincial and city stakeholders to scale up, align and integrate adaptation and mitigation strategies with city plans and investments in infrastructure and service delivery to strengthen city productivity, inclusivity and sustainability.
As a transversal component operating across the CSP, the component will integrate climate resilience and sustainability in metro planning, financing, delivery and implementation of capital projects as well as the management of infrastructure assets and the delivery of key service delivery functions. In doing so, this component aim to strengthen the critical and untapped role of cities in the national climate change response effort.
The component will focus on the following outcomes,
- City capability for planning, financing and implementing climate response and sustainability is strengthened,
- City capability for climate responsive asset management and service delivery is strengthened
- Fiscal framework and financial instruments support climate response and sustainability in metros
- Policies, tools and the intergovernmental system support climate response and sustainability in metros.
Implementing targeted interventions within these areas with a focus on the institutionalization of reforms in the intergovernmental system, as well as strengthened metro capability, will ultimately improve city resilience and response to climate change and inclusive economic growth.
Projects under this area are related to Disaster Risk Management Planning, CR Asset Management (linked to the CIDMS project), Capital Investments resilience ratings, Water Resilience Planning and, Energy cost of supply support.
