[panel panel-style="transparent" title="Programme%20Management" link-text="Show%20All" title-size="18px" separator-color="primary-light" separator-size="1px"]This component assumes overall responsibility for programme management and is accountable for achievement of programme objectives and outputs. It will also coordinate the management of relationships with National Treasury, COGTA and other relevant national departments, and metropolitan municipalities. These functions include overall programme planning and evaluations, programme performance monitoring and reporting, stakeholder and knowledge management, financial and supply chain management. Details of the full CSP team is attached as an annexure.

The programme management and support services performance area comprises the following functions:  
  • Programme coordination (PM and Component oversight)
  • Planning and Evaluations (Strategic Support)
  • Monitoring and Reporting
  • Stakeholder Engagement, Communications and Knowledge Management
  • Finance and Operations
Programme Coordination and stakeholder management: under this sub component area the programme management team convenes monthly to oversee and guide the performance of the programme. This also refers to the convening of the strategic programme partners under two major forums, being the quarterly NT City Budget Forum and the CoGTA-lead IUDF Forum.  

Strategic Support sub component area refers to the managing of the programme level planning and evaluation and support for production of detailed project plans for each project. The planned mid and final evaluations for the programme will be scoped and managed under this sub component.  

Knowledge management refers to support to the team to effectively communicate the CSP results framework and associated outputs to various targeted stakeholder groups (cities, partner and national forums) and other interested parties. Support is offered to the team for the design and publishing of knowledge products and the managing of the key knowledge sharing platform, being the CSP website.  

M&E refers to the design and operationalising of a programme M&E system for the CSP and  

Financial and Operations management refers to the management of the finances and supply chain management of the programme, generating performance reports quarterly and annual and managing the implementation partners convening to discuss progress.
 

The CSP Team

The figure below provide a schematic representation on how the team is organised toward the delivery of the programme. The lead city coordination function and the stakeholder management functions are performed by the programme manager and the knowledge management function is performed by the strategic support manager. There are 2 specialist city advisors, assigned two cities each. The city advisors for Mangaung, Ekurhuleni, NMM, CoCT are assigned a mixed portfolio of work that includes programme management functions and or component project lead work.

Governance Arrangements
As an intergovernmental programme in support of metros, the CSP works with and through a number of structures and forums, key among this are the forums such as the IUDF, the City Budget Forum of the NT, the CSP Partners Forum and IGR-NT EXCO.

The IUDF: The CSP is a specific implementation support programme under the IUDF, that complements similar initiatives in intermediate cities and small towns. Key aspects of the CSP programme fits into the IUDF Implementation Plan and the CSP then reports regularly on progress into the IUDF structures and participates in working groups under the IUDF.

At a programme level, and with respect to the metros, the CSP will continue to host the Cities Budget Forum as its primary governance structure. This CBF, chaired by the DDG IGR-NT, meets at least quarterly with metro city managers and their support teams. The CBF is also attended by key departments as required, and the CSP uses this platform to table and discuss key aspects of the work programme.

The CSP Implementation Partners Forum, consisting of various CSP implementation partners, coordinate and align work of implementing partners within the CSP framework. This Forum meets at least twice a year.

The CSP Cities Coordinating Forum, consisting of the City Coordinators for each metro and the CSP City Advisors for each metro, meets at least quarterly. This forum oversees the implementation of CSP City Support Implementation Plans (CSIPs) across cities.

Internal to National Treasury, the CSP reports into the Intergovernmental Relations Branch EXCO. An M&E system is in the final stages of design and implementation. The CSP produces monthly, quarterly and annual reports to the IGR Branch governance structures.

Internal to the CSP, there is a Programme Management Team lead by the Programme Manager – this PMT meets at monthly. The full CSP team convenes at least once a month for a day Team Meeting, where coordination, alignment and feedback is provided in terms of the overall performance of the team and areas of collaboration and integration is explored.
