  1. Providing cities with capacity support,
  2. Aligning financial, fiscal frameworks and instruments and
  3. Reviewing and refining sectoral policies, regulations and capabilities to support cities’ role in the transformation agenda.

Within these three focal areas the CSP aims to improve the capacity of cities and create an enabling intergovernmental fiscal system and policy environment to support city-led transformation.

[column 12]The CSP ToC: Short Version

The CSP ToC maps out the overall programmatic impact pathways.  
At the immediate outcome level, improvements in the capacity of city staff along with creating an enabling intergovernmental fiscal system and policy environment leads to cities effectively delivering on the urban transformation agenda (as described in the IUDF).  
At the Intermediate outcomes: The urban transformation agenda: This means that cities develop and drive urban transformation so that they become compact, inclusive and connected.  
Over time as cities implement these changes, they become productive and sustainable which leads them supporting at the Impact level: Inclusive communities that are the engines for economic growth.

[column 12]The CSP ToC Detailed Description

Immediate Outcome Areas
More specifically, in terms of cities’ capabilities, CSP aims to:

1. Build leadership and governance capabilities, for cities to have the vision, leadership, partnerships and transversal capabilities to lead cities’ transformation agenda;
2. Build cities’ capacity to plan, monitor and report to support evidence-based decision making;
3. Build cities’ capacity to deliver integrated, inclusive, sustainable and climate resilient infrastructure and land development.
4. Build cities’ capacity for financing spatially targeted investment programmes that are based on long term financial strategies.
5. Build cities’ capacity and relevant business process reforms to drive inclusive, social and economic development at city, regional and national levels

In terms of the enabling fiscal environment, CSP aims to:

1. Align fiscal transfers to support city-led sustainable urban transformation
2. Align fiscal frameworks, policies, incentives and grants to support sustainable urban financing and transformation.

In terms of the enabling policy environment, CSP aims to:

1. Strengthen intergovernmental relations and coordination to support cities’ transformation agenda
2. Review and refine national and provincial policies and plans to support cities in implementing reforms and promote cities’ role in the transformation agenda[/column]

With cities being able to deliver on the above, they will become compact, inclusive and connected; defined by the following characteristics: which is defined by cities:  

1. Containing urban sprawl within the urban edge;  
2. Having a diverse range of housing options and upgraded informal settlements  
3. Having affordable and efficient public transport that is used by citizens;  
4. Having citizens who are able to access job opportunities and skills; and  
5. Becoming trusted and valued by their citizens.  

With cities becoming more compact, inclusive and connected, they also become more productive and sustainable, which means they are:  

1. More competitive globally;  
2. More resource efficient and generate less carbon emissions; and  
3. Become more economically productive  

The impact of this is cities that have prosperous and inclusive communities that are the engines for economic growth.
