The CSP objective is to support the spatial transformation of South African metros to create more inclusive, productive and sustainable urban built environments, with a focus on supporting and catalysing improvements at the city and intergovernmental level.  

The first phase of the CSP (2011 – 2018) was subjected to an Implementation Evaluation and one of the key finding were the recommendation of a second phase.  
The CSP has demonstrated that its primary value lies in being a change agent and vehicle for collaboration and integration. Its role is to achieve fiscal reform, policy reform, and cooperative governance, by bringing together and aligning the mandates of key departments.  

CSP Phase 2 (2019-2023): Acting as a Change Agent, a vehicle for collaboration and integration, the CSP aims to improve the capacity of cities and create an enabling intergovernmental fiscal system and policy environment to support city-led transformation.
