About the Cities Support Programme (CSP)

The Cities Support Programme (CSP), housed within the National Treasury, works to strengthen city governance and intergovernmental collaboration to achieve spatial transformation and inclusive economic growth across South Africa’s metropolitan municipalities.

Now in its third phase (CSP3: 2024–2029), the programme builds on over a decade of experience supporting reform in South Africa’s urban system. CSP3 deepens alignment with the Integrated Urban Development Framework (IUDF)and strengthens strategic partnerships with Operation Vulindlela (OV), advancing structural reforms and economic recovery initiatives that are vital to the country’s urban future.

CSP3 supports metros through about 36 projects in the areas of:

  • Climate Resilience & Sustainable Services;
  • Infrastructure Financing, Planning and Delivery (IFPD);
  • Economic Development Support;
  • Human settlements transformation support;
  • Public Transport and Mobility and the cross-cutting area of;
  • Leadership and City Advisory Services.

This support is enabled through a programme management function, responsible for programme and financial planning and reporting, management of stakeholder and governance partners, knowledge management, and communication.
