Project description: The key elements of the strategic review of the spatial planning frameworks includes (i) An evaluation of the current planning regulatory environment in terms of the costs imposed on the state and on the private sector, in broad terms, and the identification of benefits that may or may not accrue to both sectors as well;
(ii) An identification of the key state players in the operation of the planning system and their respective interests, mandates and powers; (iii) A scan of global trends to identify methods and techniques for improving the effectiveness of planning requirements, looking at both public and private sector planning methods and techniques and integration of spatial planning into public sector planning as a whole, its articulation with land use management and its importance in driving or weakening economic growth; (iv) Identification of a list of priority legislative and institutional changes needed to create a more effective system; and (v) Recommendations as to: (a) new organizational arrangements for implementation and oversight of spatial planning; and
(b) a step-by-step process to build the relationships and negotiate the policy positions needed to implement change in the planning regulatory environment.
