About the Cities Support Programme
The Cities Support Programme (CSP), housed within the National Treasury, works to strengthen city governance and intergovernmental collaboration to achieve spatial transformation and inclusive economic growth across South Africa’s metropolitan municipalities.
Now in its third phase (CSP3: 2024–2029), the programme builds on over a decade of experience supporting reform in South Africa’s urban system.
CSP3 deepens alignment with the Integrated Urban Development Framework (IUDF) and strengthens strategic partnerships with Operation Vulindlela (OV), advancing structural reforms and economic recovery initiatives that are vital to the country’s urban future.
